CHED Public Consultation on the Proposed Implementing Rules and Regulations of Republic Act No. 10650

The Commission on Higher Education conducted a public consultation on the proposed Implementing Rules and Regulations (IRR) of Republic Act No. 10650, otherwise known as “An Act Expanding Access to Educational Services by Institutionalizing Open Distance Learning in Levels of Tertiary Education and Appropriating Funds Therefor.”

The consultation was held at University of the Philippines Open University in Los Baños Laguna on April 24, 2015. Different school representatives were present including the New Era University with its NEU-VEM Open University Director, Dr. Gabriel G. Malonzo, Office of Admission and Financial Scholarship Director, Prof. Jeorge D. Villarico, and College Registrar, Sis. Sherlita DT. Doydoy.

The program started with an invocation by Dr. Belen L. Tangco, member of the CHED Technical Panel for Transnational Education and Distance Education (TP-TNEDE), followed by a Welcome Remarks and Statement of Purpose by Dr. Melinda F. Lumanta, Vice-Chancellor for Academic Affairs of UP Open University. The participants and members of the TWG on formulation of IRR of R.A. 10650 was also introduced.

Dr. Amelia A. Biglete, Director IV of the Office of Programs and Standards Development of CHED was the one who presented the salient points of R.A. 10650. Dr. Felicidad B. Zurbano, Assistant Director of the National Institute for Technical Education & Skills Development presented Sections 1-11 of R.A. 10650, while Dr. Grace Javier Alfonso, Chancellor of the UP Open University and Chairperson of the CHED Technical Panel for TP-TNEDE presented Sections 12-22.

A plenary discussion on the proposed law was held afterwards.
