The Commission on Higher Education (CHED) sponsored a Consultation Workshop for Open and Distance Learning (ODL) and Transnational Education (TNE) on September 13, 2013.
The workshop, with the theme of “Innovations, Successes and Challenges in Transnational Education,” was attended by Higher Education Institutions (HEIs) all over the Philippines, public and private schools, including some representatives from schools in Asia.
The CHED Commissioner, Dr. Maria Cynthia Rose B. Bautista, gave the participants a very warm welcome remarks while Dr. Grace Javier Alfonso, the UP Open University Chancellor, delivered a well-informing opening address.
Dr. Ethel Agnes P. Valenzuela, Research Unit Head of SEAMEO INNOTECH, presented the workshop mechanics. Dr. Valenzuela discussed also the characteristics of Open Learning and Distance Education, its learning process and indicators of quality elements which are curriculum and instruction and course delivery.
After the plenary, the workshop participants were divided into two clusters, the Distance Education (DE) group and the Transnational Education (TNE) group. Dr. Catalina C. Dayon, Consultant for Distance Education Program of the Philippine Women’s University served as the DE Group Adviser, while Dr. Samuel M. Salvador, Vice-President for Academic Affairs of Polytechnic University of the Philippines, served as the TNE Group Adviser..
The DE group voted Dr. Gabby G. Malonzo, NEU Open University Director, as the Group Chair and Dr. Jeremy Godofredo C. Morales, Innovation, Distance Education and Public Affairs Director of St. Paul University, Tuguegarao City, was voted as the Group Spokesperson.
During the presentation, both the DE & TNE groups, through their voted spokespersons, presented the innovations, successes and challenges faced by the HEIs.
All the participants benefited from the knowledge and experiences imparted by both groups. The workshop helps uplift the level of competitiveness of HEIs in international community.
Dr. Salvador concluded the workshop through his synthesis and closing remarks. Dr. Margarita C. Ballesteros, Asst. Chief of Division of Non-Conventional Higher Education Programs (DNCHEP) of the CHED Office of Programs and Standards (OPS), was the Program Facilitator and EMCEE.
